This a summary of newsletter 102 published by the RAMQ on July 5th. Please note that we only present the important points and that a complete reading of the newsletter is necessary for a good understanding.
The remuneration of physicians practicing on a regular basis within the Chibougamau Health Centre has been improved. The following terms and conditions have been added to the Entente particulière ayant pour objet certaines conditions d’exercice et de rémunération du médecin qui exerce sa profession pour le compte du Centre de santé de Chibougamau (Special Agreement concerning certain conditions of practice and remuneration for physicians practicing on behalf of the Chibougamau Health Centre):
New responsability prenium (par. 3.04)
A new responsibility premium is payable to the hourly or fixed fee physicians:
- Applies to clinical activities with patients admitted on an acute basis, including inter-facility transfers;
- This premium is $20/hour as of April 1, 2022;
- Is in addition to 100% compensation for all hours billed under this provision;
- Paid on a quarterly basis;
- The year of application is from January 1 to December 31.
This new premium is in addition to the existing premium provided for in paragraph 3.03 of SA 23 for the two following sectors: Geriatrics and Psychiatry.
Exceptionally, for the April to June 2022 quarter, the bonus will be paid in October 2022.
Services for admitted patients eligible for the new prenium only
Services rendered to patients admitted on an acute basis, including inter-facility transfers, outside of the Departments of Psychiatry and the UCDG (Geriatric acute care unit) are only eligible for the new premium per Section 3.04.

If you have previously billed hours eligible for this new premium with another activity code, you must submit the Demande de révision ou d’annulation (1549) (Request for Review or Cancellation).
You have 90 days from the date of service or this newsletter to submit your request.
Sectors eligible for both responsability preniums
Services rendered to patients admitted on an acute basis, including inter-facility transfers, within the Departments of Psychiatry and the UCGD (Geriatric acute care unit), may qualify for payment of both responsibility bonuses per Section 3.03 and 3.04.

If you have previously billed hours eligible for this new premium with another activity code, you must submit the Demande de révision ou d’annulation (1549) (Request for Review or Cancellation).
You have 90 days from the date of service or this newsletter to submit your request.
Areas eligible for the existing prenium only
Service in the following areas qualifies only for payment of the existing responsibility premium:
- In a CHSLD;
- In a long-term unit in CHSGS;
- In a rehabilitation center.
The existing activity code is the one to use: 002147
Additional on-call duty for inpatient services
Effective April 1, 2022, compensation for on-call duty for the same period becomes payable:
- To a single physician for obstetrical services;
- To two physicians for inpatients services, including inter-facility transfers, nursing home patients, palliative care, both inpatient and outpatient, and, where appropriate, home support.
When billing, you must enter:
- Activity code 002081;
- The letter A in the S. field;
- The notation <<obstetrics>> or <<admitted patient>>, depending on the service provided, in the Renseignements complémentaires (Additional Information) filed.
