Remote public health activities
This agreement covers remuneration for professional activities performed at a distance on behalf of a regional public health branch, the public health branch, or the Institut national de santé publique du Québec.
It is effective retroactively to May 15, 2022 and ends on December 31, 2022.
On behalf of the institution in which you hold a public health appointment, you may perform certain activities remotely from another institution in the health network, from an office or from your home.
You must have been authorized to work remotely, according to the conditions previously established, by one of these persons:
- the director of your regional public health branch;
- the Director of the Public Health Branch;
- the President and CEO of the Institut national de santé publique du Québec.
You have 90 days from the date of this newsletter to bill for your services retroactive to May 15, 2022.
Physician paid on an hourly or fixed fee basis
If you are paid on an hourly or flat fee basis, you may avail yourself to the terms and conditions set out in section 3.00 of the Special Agreement on Public Health (24).
In the payment request, you must enter:
- the letter A in the C.S. field;
- the number of the institution to which you hold an appointment in the Institution section;
- Remote Service in the Additional Information field.
If some activities were performed remotely and others were not, add the reference numbers to the left of the activity codes for those performed remotely in the Additional Information field.
Physician paid by mixed mode
If you are paid under the dual mode, you may avail yourself of the terms and conditions set out in Article 2 of Section A – Public Health and Occupational Safety of Schedule I of Appendix XXIII.
Add the modifier Remote Service (1913).

Activities performed remotely on behalf of an institutional GMF-U
This agreement addresses compensation for professional activities performed remotely on behalf of an institutional GMF-U.
It is effective retroactively to May 15, 2022 and ends on December 31, 2022.
On behalf of a GMF-U in an institution in which you hold an appointment, you may perform certain activities remotely from another institution in the health network, from an office or from your home.
You must have been authorized to work remotely, according to the conditions previously established, by the head of the GMF-U.
You have 90 days from the date of this newsletter to bill for your services retroactive to May 15, 2022.
Physician paid on an hourly or fixed fee basis
In the payment request, you must enter:
- the letter A in the C.S. field;
- the number of the establishment;
- Remote Service in the Additional Information field.
If some activities were performed remotely and others were not, add the reference numbers to the left of the activity code for those performed remotely in the Additional Information field.
For clinical services rendered remotely in the context of a health emergency, refer to the billing instructions in the Letter of Understanding 269.
